Management Team - Bios
Mark Oakes, PSP, Chief Executive Officer
Mark is the CEO and founder of Intellimar, Inc. and its two wholly owned companies; Concentric
Security, LLC and Blue Ember Technologies.
He is a board-certified Physical Security Professional (PSP) through ASIS International with more than 25 years
of experience in the planning, design and construction of physical security construction projects.
Mark is nationally recognized as an authority on the application of the physical security measures that protect
facilities against bullet, blast and attack-related threats. He is also recognized for his expertise in strategic
planning, business development, and the industry dynamics that impact end users and providers in the industrial
security marketplace. He has authored numerous industry articles and speaks regularly on a wide range of business
and security technology-related subjects. He consults regularly with both industry and a variety of federal
government agencies.
He is the Chairman of the ASTM International Committee E54 on Homeland Security Applications. In this role he
leads 466 contributing members who address issues related to standards and guidance materials for homeland security
applications. He is also the Chair for the ASTM E54.91 strategic planning subcommittee.
In addition to ASTM International, Oakes is a member of ASIS International, the Society of American Military
Engineers, the Construction Specifications Institute, and the Coalition for Government Procurement. He holds an M.A.
in accounting/finance and an M.B.A., both from Auburn University, Alabama.
Mark and his team were awarded the Maryland Ernst & Young Business Services Entrepreneur of the Year, The Baltimore,
Maryland Future 50 Award and his company was listed #34 on the 2004 INC 500 list of the fastest growing privately held
US companies and #38 on the 2005 INC 500 list.
During his career he has held senior level marketing, sales and executive level positions marketing/sales positions
at Norment Industries as well as the President of Mistral Security.
C. David Wachs, President
David has over 25 years of experience in the security industry in manufacturing, sales and management. He has been
involved with security products ranging from high security doors and window, electronic controls and perimeter security
products.
David has been with Concentric Security for over 5 years and has been an integral part of the growth
of the company during that time including starting the first regional office for Concentric Security.
In his role as President, David is responsible for all aspects of sales and operations and the develop plan for growth.
Before stepping in to the role of President for the organization, David was the Director of Sales, developing and organizing
the sales team.
Before joining Concentric Security, David held senior management responsibilities at Norshield Security
Products, Fiber Sensys, Airteq, Montgomery Technology, Inc, and Knox Kershaw, Inc. David holds a BS in Industrial Engineering
and a Masters in Business Administration from Auburn University.
John Bray, Vice President, Service Division
John has over 11 years of experience in the security industry in systems, manufacturing and oversight.
In his role as Vice President, John is responsible for overseeing the Service Division which maintains more
than 200 barrier units across 30+ sites throughout the region and is rapidly growing.
John also serves as the General Manger of Blue Ember Technologies, a
sister manufacturing company. With a background in software development and network administration, John was
hired as Concentric Security's first IT Manager and progressed quickly to become the IT Director.
Before joining Concentric Security, John held IT positions at the Pan American Health Organization in
Washington DC and the University of Maryland at College Park.
Gary Mangus, Director of Construction Operations
Gary has over twenty four years experience in the security industry including supply, installation,
construction and maintenance of physical and electronic security systems consisting of perimeter systems,
access control, and Programmable Logic Control (PLC) based control systems.
Gary is responsible for planning, directing, and coordinating the efforts of the organization including
project management, project engineering, safety and field operations personnel toward the accomplishment of
corporate and customer objectives. He insures budgeted billings at minimum cost while maintaining maximum
customer satisfaction. He reviews and negotiates terms and conditions of all contracts and subcontracts
received or issued by project operations.
He is also responsible for developing, coordinating and implementing appropriate policies and procedures
for the cost-effective management, engineering and installation of construction projects. Gary was most
recently the President of the Institutional Security Systems Group for Compudyne Corporation; one of the
largest detention equipment contractors and electronic systems integrators in the nation.
Gary oversaw operations at its corporate headquarters in Montgomery, Alabama, and was responsible for
profit and loss performance of the West Coast, Southwest, Northeast and the Southeast Offices. Gary holds
a BS in Civil Engineering and a Masters in Business Administration from Auburn University.
